PROCLAMATION OF THE MAYOR AND COMMON COUNCIL
WHEREAS, Victory Outreach San Bernardino was established twenty years ago to address alcoholism, drugs, gangs and prostitution by offering a different lifestyle; and
WHEREAS, over 8,000 alcoholics, drug addicts, gang members and prostitutes have been assisted through Victory Outreach's efforts in San Bernardino; and
WHEREAS, over two million pieces of anti-crime, anti-drug and anti-violence literature have been distributed in the San Bernardino area; and
WHEREAS, extensive and successful Prison and Court Ministry Programs have effectively rehabilitated prisoners and court scheduled criminals; and
WHEREAS, Victory Outreach has become an international organization with sites in Europe, South America and the Far East.
NOW, THEREFORE, the Mayor and Common Council of the City of San Bernardino do hereby commend and extend best wishes and continued success to Victory Outreach San Bernardino, Pastors Rick & Jeanie Alanis, for their outstanding contribution to the citizens of the City of San Bernardino.

County of San Bernardino Resolution

Fifth Supervisorial District; relative to commending VICTORY OUTREACH
WHEREAS, Victory Outreach is a nonprofit, Christian oriented ministry serving the community by focusing on alcoholism, substance abuse, gang violence and restoring the family unit; the organization is supported strictly by free will offerings; the ministry has existed for over 25 years and has been instrumental in thousands of lives being transformed from hopeless to productive; direct services have been provided to substance addicted individuals in San Bernardino since 1975; and
WHEREAS, the services of Victory Outreach are available to people of all nationalities and ethnic groups; the ministry serves countries throughout the world as well as serving 14 states; several homes are maintained for the detoxification and rehabilitation of narcotic drug addicts; over 12,000 individuals have been helped; services are also provided to the Los Angeles County jails and many of the state and federal prisons providing counseling and after release placement into one of the homes; correspondence, counseling and meetings are conducted with approximately 1,000 inmates; and
WHEREAS, Victory Outreach sponsors drug and gang prevention crusades several times a year which are free and open to the public; extensive gang prevention efforts have been pursued since 1977; as a part of this program, “The Duke of Earl” has been presented yearly in San Bernardino since 1990; the drama portrays the reality of life in the inner city and the affect of being trapped in the fear of gang violence, drug addiction and its consequences; the solution to these life styles is presented as a message of hope through Christian belief;
NOW, THEREFORE BE IT RESOLVED that the Board of Supervisors of the County of San Bernardino, Sate of California, hereby recognizes and commends VICTORY OUTREACH for the thousands of lives which have been transformed from hopeless to productive; further, the members of this Board wish them every success with the presentation of “The Duke of Earl”;
BE IT FURTHER RESOLVED that this resolution be noted in the minutes of this Board and a copy presented to VICTORY OUTREACH.
